WMS Drupal 4.0.0 is the Fractal-to-SDC release. The pages look the same. The way the theme is built does not.
Since 3.3.13, cards, tiles, headers, and the rest of the Lehigh component library have lived in Drupal as Single Directory Components, inside lehigh_clutch, instead of as a Fractal style guide that CI compiled on every deploy. Tag 4.0.0 (DRUP-3910) is that work, pinned to stable package versions.
